Conditions of Rental Agreement
Any individual or organization hosting an event at a facility managed by Florence County Parks and Recreation (FCPR) must comply with the facility-specific rules outlined below. In addition, all other Florence County Parks and Recreation rules and regulations remain in effect and apply to all facilities. FCRP reserves the right to accept, reject, or modify an event based on the impact or the overall benefit to the community.
Florence County Recreation Commission approval is required for any event expected to draw 1,000 people or more and/or will have a considerable impact on our parks. Requests shall be submitted to FCPR no later the second Tuesday of each month by 12:00 noon.
The possession of alcoholic beverages at any event, or by event participants, must be pre-approved by FCPR. Any evidence of non-approved alcohol use will result in a forfeiture of refundable portion of rental fees.
Failure to pay any monies outstanding, by the date specified, may result in forfeiture of reservation, and all monies paid.
FCPR/LRCP participates in the Twelfth Judicial Circuit Solicitor’s Office Worthless Check Program. The Worthless Check Program was established to assist merchants and citizens in the collection and prosecution of worthless checks.
For all Day Use Rentals:
- You must be 21 or older to rent a facility with FCPR.
- If you cannot have your event on the date/time indicated above, you should contact FCPR at (843) 667-0920. Notification must be made at least 48 hours prior to your scheduled rental time. All fees will be refunded, provided this requirement has been met. No refunds will be given if notification is not made at least 48 hours prior to scheduled event.
- Failure to pay any monies outstanding, by the date specified, may result in forfeiture of reservation, and all monies paid.
- FCPR participates in the Twelfth Judicial Circuit Solicitor’s Office Worthless Check Program. The Worthless Check Program was established to assist merchants and citizens in the collection and prosecution of worthless checks.
- Lessee releases FCPR from any liability and holds FCPR harmless from claims resulting from the leased premises during the term of the use. Lessee may be responsible for obtaining liability insurance coverage (minimum $1M) for each event. If required, a Certificate of Liability verifying this coverage must be submitted at least one week prior to the event for approval. Florence County Government shall be named as an “Additional Insured” and the “Certificate Holder” on the policy. FCPR reserves the right to require a higher aggregate amount of liability insurance coverage for some events.
- The sale of any items (food, clothing, merchandise, etc.), or any admission/ticket fees, must be pre-approved by FCPR. FCPR reserves the right to charge a fee to any vendor, or to deny permission for the sale of items. Any approved vendors will also be required to provide a Certificate of Liability listing Florence County Government as the “Additional Insured” as well as the “Certificate Holder.” For all activities where an admission fee is charged, the rental fee shall be one-third (1/3) of the admission receipts, or a pre-designated amount of the rental fee, whichever amount is greater.
- Lessee shall not assign, nor sublet, the premises, or any portion thereof.
- Crowds must be orderly, with no amplified music that may disrupt other rental spaces, park users or surrounding residents.
- Event participants must not prohibit or impede access to public restrooms, roadways, walkways, or trails.
- All vehicles must be parked in designated areas and may not be parked on the grass or walkways. Lessee is responsible for any damage to grass or walkways caused by improper parking. If a vehicle is parked illegally, every effort will be made to locate the owner during the event; however, if the owner is not located, the vehicle will be towed at the owner’s expense. Any unauthorized vehicles left in the park overnight will also be towed at the owner’s expense.
- All youth participants must be adequately and properly chaperoned by responsible adults (age 21 and older) at the rate of one (1) chaperone per ten (10) youth. For large gatherings (250+ participants), FCPR may require the presence of Florence County Sheriff’s Office (FCSO) uniformed deputies, at a rate established by the FCSO. If deputies are required, the number of deputies will be determined by the FCSO. FCPR staff will notify FCSO of the need for deputies; however, all fees for this service must be paid for, in advance, by Lessee.
- Lessee agrees to remain on-site until all participants have left the premises, and all equipment and furniture have been returned to their original location. Any equipment, decorations, materials, etc. brought in by the Lessee must be removed from the premises by the ending time of their event – leaving items past the rental ending time will result in a loss of refundable portion of the rental fee (based the amount of time past the event rental ending time).
- Lessee agrees to save, defend, and hold harmless Florence County Government, and its agents/employees, for all claims for damage or injury (including death) and property damages arising from Lessee's use or occupancy of a Florence County Government property or any activity conducted by Lessee on that property.
- Lessee is responsible for securing portable toilets for any event for 1,000 or more people. One (1) portable toilet per 300 people in excess of 1,000 people is the required ratio. In accordance with the Americans with Disabilities Act (ADA), at least one (1) portable toilet shall be handicapped-accessible. Lessee assumes responsibility for all arrangements (drop off/pick up), as well as any fees associated with their use. Any company supplying portable toilets is also required to provide a Certificate of Liability (minimum $1M) listing Florence County Government as the “Additional Insured” as well as the “Certificate Holder.”
- Only service animals are permitted within indoor facilities. Under the ADA, service animals are dogs (or miniature horses) individually trained to perform tasks for people with disabilities. In all outdoor facilities, pets must be kept on a leash no longer than six (6) feet in length.
- Smoking (of any kind) is prohibited in all indoor facilities. Any evidence of smoking indoors will result in a forfeiture of the refundable security deposit and Lessee may not be permitted to rent other FCPR facilities.
For all Community Building Rentals:
- You must be 21 or older to rent a facility with FCPR.
- If you cannot have your event on the date/time indicated above, you should contact FCPR at (843) 667-0920. Notification must be made at least 48 hours prior to your scheduled rental time. All fees will be refunded, provided this requirement has been met. No refunds will be given if notification is not made at least 48 hours prior to scheduled event.
- For all Community Building rentals, a portion of the rental fee* is fully refundable (approximately three (3) weeks after the event) if the Lessee adheres to all requirements outlined in this rental agreement, including, but not limited to, exiting the premises at the rental ending time, and leaving the dwelling reasonably clean with no damage or loss. If the Lessee fails to meet any of the requirements, FCPR may use all, or a portion, of this amount to cover cleaning, repairs, and/or replacement costs. If costs exceed the refundable portion amount, Lessee is responsible for the remaining balance. Failure to pay any required fees may result in legal action, and Lessee will be responsible for all related costs, including attorney fees. Additionally, Lessee may lose the privilege of renting other Florence County Government facilities.
- Trash must be disposed of in designated areas.
*$150 for Lynches River County Park Community Building; $200 for The Lake House at Lake City Park; and, $75 for all other Florence County Parks and Recreation Community Buildings.
For all Picnic Shelter Rentals:
- You must be 21 or older to rent a facility with FCPR.
- If you cannot have your event on the date/time indicated above, you should contact FCPR at (843) 667-0920. Notification must be made at least 48 hours prior to your scheduled rental time. All fees will be refunded, provided this requirement has been met. No refunds will be given if notification is not made at least 48 hours prior to scheduled event.
- As a convenience, FCPR has a charcoal grill located at each picnic shelter (with the exception of the Miracle League picnic shelter located at Greenwood Park). Personal grills and cookers are permitted; however, they cannot be placed within fenced/roped off areas and must remain in designated parking areas.
- Electricity is not available at picnic shelters. Generators are not permitted.
- Fires are prohibited except within designated fireplaces or grills.
- Trash must be disposed of in designated areas.
For all Overnight Accommodation Rentals:
- You must be 21 or older to rent a facility with FCPR.
- If you cannot check in for your reservation on the date/time indicated above, you should contact Lynches River County Park at (843) 389-0550 or Florence County Parks and Recreation at (843) 667-0920. Notification must be made at least 48 hours prior to your scheduled reservation. All fees will be refunded, provided this requirement has been met. No refunds will be given if notification is not made at least 48 hours prior to scheduled reservation.
- Lessee shall release FCPR from any liability and hold FCPR harmless from claims resulting from the leased premises during the term of the use.
- Smoking (of any kind) is prohibited in all indoor facilities. Any evidence of smoking indoors will result in a forfeiture of the refundable security deposit and Lessee may not be permitted to rent other FCPR facilities.
- Refunds will not be given for early departures unless notification is made at least 48 hours prior to your early departure day.
- Lessee shall not assign, nor sublet, the premises, or any portion thereof. Lessee is responsible for all guests and their behavior. Youths must be adequately and properly chaperoned by responsible adults (age 21 and older) at all times.
- Overnight accommodations are limited to a maximum of 14 nights.
- To ensure a pleasant stay for all guests, quiet time is observed from 9:00 pm until 8:00 am.
- Trash must be disposed of in designated areas.
- Lessee is responsible for any damage, loss, or theft.
For all Cabin Rentals:
- You must be 21 or older to rent a facility with FCPR.
- A $200 security deposit (paid by cash, check or credit card authorization only; debit cards not accepted) is required at check-in and will be refunded at the time of check-out, if the Lessee adheres to all requirements outlined in this rental agreement, including exiting the premises at the rental ending time, and leaving the dwelling reasonably clean with no damage or loss. If Lessee fails to meet any of the requirements, FCPR may use all, or a portion, of the security deposit to cover cleaning, repairs, or replacement costs. If costs exceed the $200 deposit amount, Lessee must pay the remaining balance. Failure to do so may result in legal action, and Lessee will be responsible for all related costs, including attorney fees. Lessee may also be prohibited from renting other FCPR facilities.
- Maximum occupancy is six (6) guests per cabin. No more than four (4) vehicles per cabin are permitted after park closing (sunset).
- Smoking (of any kind) is prohibited in all indoor facilities. Cigarette butt receptacles are provided on the back porch of each cabin. Any evidence of smoking indoors will result in a forfeiture of the refundable security deposit and Lessee may not be permitted to rent other FCPR facilities.
- Pets are not permitted in, or around, the cabin areas. Only service animals are permitted inside indoor facilities. Under the ADA, service animals are dogs (or miniature horses) individually trained to perform tasks for people with disabilities. Any evidence of a pet or emotional support animal inside the cabins will result in a forfeiture of the refundable security deposit and Lessee may not be permitted to rent other FCPR facilities.
- Trash must be disposed of in designated areas.
For all Equestrian Campground Rentals:
- You must be 21 or older to rent a facility with FCPR.
- All equines must be up to date on required vaccinations, including a negative Coggins test; no sick or injured equine are permitted.
- No free riding permitted in the campground. Riding is limited to and from the trails only.
- All equines must stay on designated equestrian trails.
- To help maintain stall/corral floors, shavings are required. Stalls/corrals must be cleaned daily, and at departure, and waste disposed of in designated area.
- Manure dumping area is for manure only, no household garbage, please!
- You may rinse or cool down your equine within the campground, but please do not wash your equine, tack, etc.
- Only provided stalls/corrals and mounting stations may be used to tie equine; please do not tie equine to trees or natural surroundings.
- Please do not block roadways or trails with vehicles or trailers.
- Trash must be disposed of in designated areas.
For all Family Campground Rentals:
- You must be 21 or older to rent a facility with FCPR.
- A maximum of six (6) guests are permitted per site: three (3) tents maximum OR one (1) RV and one (1) tent. No more than two (2) vehicles per site. Overflow parking is available in the parking area just outside the campground. Overflow parking tags are required and may be obtained from park staff. Any unauthorized vehicles left overnight without a tag will be towed at owners' expense.
- Trash must be disposed of in designated areas.
Golf Cart Rules (Lynches River County Park only):
- Golf carts are required to meet all South Carolina Department of Motor Vehicle (SCDMV) requirements for cart usage on public roads, which includes registration, liability insurance, and licensed operators 16 years of age or older.
- Golf carts are permitted on established roadways and in parking lots only – do not drive on grass areas, trails or sidewalks.
- Operating a golf cart, or any motorized vehicle, under the influence of drugs and/or alcohol is unacceptable and expressly forbidden. Any person caught operating a golf cart or motorized vehicle while impaired will be reported to law enforcement.
- Anyone found abusing these rules and policies will forfeit their ability to operate a golf cart/motor vehicle within Lynches River County Park.
- FCPR reserves the right to add to these rules due to unforeseen circumstances that could impact public safety.
- Four-wheelers, side-by-sides, etc. are not permitted within the park.
